Frank Schwabe (Germany, SOC), Rapporteur on ‘the continuing need to restore human rights and the rule of law in the North Caucasus’, has called on Ramzan Kadyrov, head of the Chechen Republic (Russian Federation), to withdraw his call for anyone found breaking coronavirus quarantine to be killed.
“These are exceptional times and exceptional measures are needed to combat this disease”, said Mr Schwabe, “but murder is self-evidently not an acceptable response. I call on Mr Kadyrov publicly to withdraw his statement, which clearly contravenes the Russian criminal code. I also call on the Russian central authorities to ensure that responses to the coronavirus pandemic throughout the federation are consistent with the country’s national law and international obligations.”
“On that basis, I wish the Russian authorities every success in their efforts to overcome the coronavirus”, added Mr Schwabe.
