On June 5, at the joint sitting the RA National Assembly began the debates of the annual report on Execution of the RA State Budget for 2019, moderated by the Chair of the RA NA Standing Committee Mane Tandilyan. The RA NA Speaker Ararat Mirzoyan attended the sitting.
The RA Prime Minister Nikol Pashinyan made opening remarks, the RA Deputy Prime Minister Mher Grigoryan, the RA Minister of Finance Atom Janjughazyan, the Chairman of the RA Central Bank Artur Javadyan and the Chairman of the Audit Chamber Levon Yolyan gave speeches on the executive paper of the programmes designed by the state budget.
The RA Prime Minister Nikol Pashinyan assessed the year 2019 historical in terms of the execution of the state budget.
Nikol Pashinyan also thanked the Chairman of the State Revenue Committee Davit Ananyan, who submitted his resignation the day before, for the work done during this period.

Speaking in the context of citizen-state relations, the Prime Minister has stressed that in 2019 the entire potential of the taxes has not been collected, as the size of the shadow economy is still big.
The RA Deputy Prime Minister Mher Grigoryan noted that compared with 2018 the economy of Armenia had grown in more rapid rates, recording high indices.
The RA Minister of Finance Atom Janjughazyan touched upon the main macro-economic indices, the formation of the budgetary revenues, the tax and customs policy, the expenditures and deficit of the annual report on Execution of the RA State Budget for 2019.
According to the executive sheet submitted by the parliament in 2019 the development of the economy went on in more rapid rates compared with the previous year.
During the current year some non fulfilments of the executive sheet were registered in some spheres, conditioned by a number of circumstances.
The Chairman of the RA Central Bank (CB) Artur Javadyan presented the CB conclusion on the executive sheet, as well as the administrative expenditures and the capital investments of the CB for 2019.
The Chairman of the Audit Chamber Levon Yolyan presented the conclusion of the RA Audit Chamber on the document. He has noted the problems disclosed by the structure, which need regulation through laws. The Chairman of the Audit Chamber introduced a series of recommendations for the solution of the mentioned problems, referred to the revealed shortcomings and noted the recorded positive changes and the progress.
The Audit Chamber positively assessed the annual report on Execution of the RA State Budget for 2019.
The speakers answered to the MPs’ questions and gave clarifications.
