From the first approach to the second

Two currents are formed in society after any revolution. Proponents of the first current claim that the revolution is the state religion (as Islam is in many modern Islamic nations, for example), and state officials, including soldiers and law enforcement, need to correspond with the demands of that religion. The other group believes that the revolution was a historical event that took place and ended. It formed a new government that needs to operate on a typical, everyday routine. Different models are elected depending on those two positions. If the revolution is a religion, then there need to be priests (commissars, upholders of the revolution) who are given the right to decide whether or not an individual corresponds with the demands of the religion or if they display, or may display, suspicious behavior.
