According to current legislation, if a resident of a border village lost their home as a result of Azerbaijani military actions, including shelling, the state would purchase a new home. According to the new legislation, however, if it is not possible to renovate the home, the state will provide the resident with a new home regardless of the amount of damage caused to the home. The state will also compensate the family for the loss of animals as a result of enemy activities. This was outlined in drafted changes made to the Law on Social Assistance to Border Villages authored by My Step deputies Sisak Gabrielyan and Sipan Pashinyan. The National Assembly discussed the draft upon first reading today.
“The deadline for the current legislation, which was passed in 2015, expires in a few months. Therefore, we suggest that we should extend the deadline by three more months, which will enable the state to assist border residents with electricity, irrigation water, and gas expenses. Taxes on property and land will also be fully compensated. We also suggest something new: the textbooks of students between 4th and 12th grade should be provided free of charge. If residents are wounded as a result of Azerbaijani military activities, their treatment will be free of charge, and depending on the injury, they may be provided up to 3 million AMD in assistance. If someone dies in war, their family members will be provided 5 million AMD in assistance,” Sisak Gabrielyan said.
He said that the ideas for these changes were not made as a result of the skirmishes in July, but they were made as early as the winter.
