“I welcome the inter-Libyan dialogue, of which the second round of talks continues in Bouznika (Morocco), between the delegations of the Libyan High Council of State and House of Representatives,” declared Piero Fassino (Italy, SOC), PACE rapporteur on “Recent developments in Libya and the Middle East: what consequences for Europe?”.
“A political solution is the only way out of the Libyan conflict. Thus, I strongly encourage the two parties to the talks to maintain their willingness to find a solution to this conflict in a positive spirit: this is vital for the Libyan people, first and foremost, but it is equally important for maintaining the stability and security of the region and of the European continent, which is directly influenced by conflict in the Mediterranean,” he underlined.
“I would also like to commend the active and constructive role that Morocco has played in enabling these talks. The Parliamentary Assembly stands ready to support any process of political dialogue which can advance peace efforts aimed at resolving the Libyan conflict,” he concluded.
The first round of the inter-Libyan dialogue, which took place on 6-10 September 2020 in Bouznika, resulted in a comprehensive agreement on the criteria and transparent and objective mechanisms for filling the seven sovereign leadership positions, in accordance with Article 15 of the Libyan political agreement concluded in Skhirat in December 2015. In its Resolution 2215 (2018) on “The situation in Libya: prospects and role of the Council of Europe”, the Assembly said that “the Libyan Political Agreement signed in Skhirat on 17 December 2015 is still the only framework capable of ending the Libyan crisis.”
