An analysis of radio intelligence collected on the tactics and telephone conversations of terrorists, as well as other intelligence information, shows that the Azerbaijani Armed Forces are diligently creating bases of terrorist groups in certain areas where the Armenian units have retreated for tactical purposes. The acts of these groups can not only further aggravate and destabilize the situation within the border of Armenia and Artsakh, but can also pose a serious threat to the entire region.
