On November 9, 2020 the Presidents of the Russian Federation and Republic of Azerbaijan and the Prime Minister of the Republic of Armenia signed an agreement on ceasefire in Artsakh. The Russian Federation deployed peacekeeping forces in the Republic of Artsakh to stop potential future bloodshed.
It was strange that Armenia’s Prime Minister, without considering the opinions of Armenia’s people, National Assembly, Constitutional Court and President, reserved the right to sign a document on Artsakh without having a mandate provided to him by Artsakh. Repeatedly, the media was spreading misinformation about the events taking place on the front resulting in the signing of this document behind the back of the public and state institutions.
Highly appreciating Russia’s interest in ending the hostilities and welcoming the deployment of peacekeeping forces in Artsakh we would like to emphasize that this agreement contains numerous provisions that are not in favor of Armenian and need to be clarified and agreed through mutual concessions before their implementation.

- Unequal conditions have been established for the Armenian refugees from Artsakh and Azerbaijani refugees. For instance, it provides settlement of Azerbaijani refugees in Kelbajar, while Armenian refugees having migrated from the Shahumyan region in the 90s are already residing there.
- The dates of the possible return of the Armenian refugees from Hadrut, Martakert, Martuni regions of the Nagorno-Karabakh as a result of 2020 war to their places of residence are not specified.
- Recognizing the fact that the Republic of Artsakh and Azerbaijani-Turkish-Jihadist alliance were the warring parties, while Armenia was not a party to the war, consequently any decision related to it, in particular the decision on the Meghri corridor, is absolutely unacceptable.
- The Minsk Group set up for resolving the Nagorno-Karabakh issue through negotiations should strongly condemn Turkey’s behavior and bring up at the EU and UN the issue of imposing sanctions against Turkey for unleashing war against Nagorno-Karabakh, planning and managing Azerbaijan’s military operations, providing and operating state-of-the-art military equipment, involving terrorists.
Turkey should be mandated to pay substantial fines, which should be targeted to addressing problems of the Artsakh war victims’ families, eliminate the damage.
Without clarification of the above provisions it is impermissible to resettle Azeris in Artsakh and adjacent territories.
Having in-depth understanding of the situation in place we believe that implementation of the above-referred points should be placed in the political agenda and all public as well as state institutions, entire potential of the Armenian people and diplomatic structures familiar with the peaceful settlement of the Artsakh dispute should deal with addressing of these issues.
Artsakhian and Armenian authorities are obliged to show resolute willpower and efforts in the above-referred issues in order to get a favorable way-out for Armenia from this tough situation.
