I suggest that we think about why we have such a poor-quality prime minister, government, and National Assembly. In order to answer this question, we need to remember how governments were formed in Armenia since the mid-90s. There are two options; either the current government is being reproduced in a cynical, immoral and illegal way, or a populist who has no idea about public administration, domestic policy, and foreign policy is coming to power legally, leading the country and its people to a catastrophic tragedy. Both options are obviously bad, and they raise serious doubts as to whether what we are used to calling “democracy,” “elections,” “parliament” in their classical sense is applicable in Armenia.
