Luxembourg Parliament condemns Azerbaijan’s aggression against Artsakh

Public Radio of Armenia. The Chamber of Deputies of Luxembourg unanimously adopted a motion on Azerbaijan’s aggression against Artsakh, the Armenian Embassy in the Netherlands informs.

Considering the launch of a military offensive by Azerbaijan on September 27, 2020 with a view to seizing control of Nagorno-Karabakh, in violation of the Minsk Group process and of the Madrid principles,

Considering that Turkey has provided decisive military and political support to Azerbaijan in its campaign against the Armenian forces in Nagorno-Karabakh through the deployment of jihadist mercenaries and the provision of war equipment;

Considering that following the war and the occupation of thousands of square kilometers previously administered by Nagorno-Karabakh, the security and freedom of the Armenian populations of Nagorno-Karabakh are not guaranteed, and that the bellicose rhetoric against them is maintained in both Azerbaijan and Turkey;

Considering the increased complexity resulting from the involvement of third countries, in particular Turkey and the threat that a large-scale armed war would represent in the South Caucasus;

Noting that the OSCE and the United Nations have not yet succeeded in finding a lasting peace solution in Nagorno-Karabakh;

Noting that the European Union has the responsibility to ensure stability in its neighborhood and that it has declared itself ready to contribute to the agreements for a peaceful and prosperous South Caucasus;

The Chamber of Deputies invites the Government,

To demand the initiation of a political process leading to a final status for Nagorno-Karabakh, and to support in this context with its European partners the efforts of the Co-Chairs of the OSCE Minsk Group;

To demand the continued access of humanitarian organizations to Nagorno-Karabakh, to ensure rapid and appropriate emergency aid, and to promote the development of a support plan for the Armenians of Nagorno-Karabakh that could allow the reconstruction of the territory’s infrastructure;

To plead for the rigorous respect of the ceasefire concluded on November 9 between Armenia and Azerbaijan under the aegis of Russia in order to avoid further loss of human life, for the respect of human rights and for the rapid exchange of prisoners of war and bodies of the dead;

To advocate for an independent investigation into well-documented war crimes, including the use of cluster munitions, attacks on civilian infrastructure, the use of white phosphorus ammunition and the executions of prisoners of war,

To work with international partners to ensure that all refugees and displaced persons in the Nagorno-Karabakh region and surrounding provinces have the right to return to their ancestral homes and that a safe life is guaranteed to them;

To insist on the need for Azerbaijan to promote normalized interaction with the Armenian populations landlocked in its territory, and to sanction all Azeri political and social actors who will continue to incite hatred and violence against the Armenians;

To ensure that the protection of Armenian monasteries, churches and monuments is guaranteed.
