The restriction red lines will be removed in 10 administrative districts of 12 ones in Yerevan. They will be left only in Kentron and Arabkir administrative districts. The Parliament fully adopted the legislative package. While working out the bill a number of problems were taken into account.
According to MP Sisak Gabrielyan, hundreds of drivers have been waiting for this change as they were fairly discontented with the situation with all those restrictions. The MP also gave some technical details related to the cameras installed.
The member of the Council of Elders Levon Zakaryan informed that they collaborated with authors of the project, made some amendments and as a result the project has become more beneficial for citizens.
The president of “Driver’s friend” NGO Tigran Keyan explained that the installation hadn’t solved the problem of parking and no improvement had been seen, moreover, it caused additional problems.
From now on, parking areas will be under 24-hour video surveillance by about 1500 cameras. The head of “Parking City Service” CJSC Vazgen Harutyunyan informed that the video cameras are placed in Kentron and Arabkir administrative districts and the surveillance will start as soon as the law comes into force. Besides, the evidence base will be irrefutable so the fact will be stronger from the legal point of view.
The head of Division for investigation of administrative violations Aram Abovyan informed that appropriate tools are to be installed, in particular, the administrative act will have a pin-code due to which a person can download the video from yerevan.am website and watch his/her parking for 15 minutes.
Another provision of the changed law relates to the vehicles for rent or sale parked for a long period. Special parking areas and tariffs for such vehicles will be determined by the Council of Elders.
The law also provides for creation of a mobile application. The app will make it possible for citizens to make payments, get notifications about the time of parking, watch the videos in case of violation as well as get information about the vacant parking areas in the city. The app is planned to be put into operation at the end of this year.
The law on parking areas will be put into effect after ratification by the President of the Republic.
