On 16 February 2021, three deputies not included in the factions of the RA National Assembly addressed to the NA President for putting the NA Draft Statement in circulation in the established order. Anna Grigoryan, Vardan Atabekyan and Taguhi Tovmasyan propose the parliament to pass the NA Draft Statement on Condemning the Policy of Azerbaijan for Impeding the Repatriation of Prisoners of War and Captive Persons, Including Women Being under Control of Azerbaijan.
About three months passed from the address of the National Assembly of the Republic of Armenia adopted on 8 December 2020, but Azerbaijan had not yet repatriated all captive military and civilian persons, including women being under its control. Azerbaijan with its policy, according to the MPs, artificially delays the repatriation process of all captives being under control of Azerbaijan, moreover, initiates criminal prosecution procedures against them, consider them as terrorists, detain them violating international law and human rights. As a result of this policy of Azerbaijan the humanitarian process of the repatriation of all captives immediately after the military actions remains grossly violated, impeding the execution of Article 118 of the Geneva Convention Relative to the Treatment of Prisoners of War of 12 August 1949 / Prisoners of war shall be released and repatriated without delay after the cessation of active hostilities.
The authors of the Draft Statement Taguhi Tovmasyan, Anna Grigoryan and Vardan Atabekyan have a goal to condemn the anti-humane posture of Azerbaijan by the structure with number one of the parliamentary country, as well as through joint pressure of the international structures, international community and law enforcement organizations to promote calling into life the humanitarian process of the repatriation of prisoners of war and civilian persons, including women being under control of Azerbaijan.
