Speech by Member of RA NA Delegation to OSCE PA Hripsime Grigoryan in Winter Meeting
On February 24-26, the OSCE PA Winter Meeting took place in a virtual format. Today, the member of the RA NA Delegation to OSCE PA Hripsime Grigoryan delivered a speech at the Meeting of the General Committee on Economic Affairs, Science, Technology and Environment.
“I completely agree that we need better cooperation in economic issues and better communication and for this we need to resolve conflicts. However, I have to say, that speaking about the Nagorno-Karabakh conflict and saying that it is over, my colleague from the Azerbaijani delegation, is wrong, unfortunately. Referring to the words of another Azerbaijani colleague regarding the Nagorno-Karabakh conflict to be over, I have to say it is, unfortunately, wrong, as the conflict is not over. The attempt to resolve a conflict via use of force, which is a flagrant violation of principles of Helsinki Final Act, could become a very dangerous precedent for the whole OSCE region, undermining the entire OSCE security architecture and putting it under risk.
Lasting and sustainable peace in the region can be achieved only through a comprehensive resolution of the conflict, including the realization of the right of Nagorno-Karabakh people to self-determination.

I want to express gratitude to my colleagues from other delegations who have already spoken about this and specifically to the OSCE Chairperson in office Ms. Ann Linde, who noted during her speech yesterday that while the ceasefire announcement stopped hostilities it hasn’t resolved the longer-term issue” and we appreciate the OSCE Chairpersonship standing firm in supporting the OSCE Minsk Group format – the only internationally recognized format for resolving the Nagorno-Karabakh conflict- in their effort to reaching a comprehensive resolution of the Nagorno-Karabakh conflict,” Hripsime Grigoryan noted in her speech.
