“Nikol Pashinyan is not considered the acting prime minister in accordance with the current Constitution of Armenia. He is clearly violating the Constitution by maintaining his power. Nikol Pashinyan not only does not have the right to sign such a document, he also does not have the right to enter the government building,” constitution expert Vardan Ayvazyan told reporters during the “I Have Honor” alliance’s rally in response to a question of whether or not Nikol Pashinyan has the right to sign such a document.
According to the constitution expert, Nikol Pashinyan is nothing from the point of view of the Constitution, and he cannot be the acting prime minister. Therefore, he is surprised by the leaders and employees at leading state agencies who continue to hold onto and defend Nikol Pashinyan.
Vardan Ayvazyan spoke about Article 316 of the Criminal Code of Armenia. “He has seized power and continues as a dictator to carry out his genocidal policies. To me his approach is not surprising or unexpected. I am more surprised by the ignorance of our police and the other law enforcement agencies who continue to ensure the security of the traitor and continue to serve him. From the point of view of the Constitution, Nikol Pashinyan is nothing. He cannot be an acting prime minister. He would be an acting official if the government resigned and not the prime minister. And even if that were the case, he does not have that right. The issue of territorial changes in the Republic of Armenia is one that can be resolved through a referendum, but on a global scale, such international documents must undergo a preliminary constitutionally controlled process by the Constitutional Court, after which the document must be ratified by the National Assembly. Otherwise, any document means nothing, and I don’t know what destructive consequences this step will have. But I am also deeply convinced that the new government will have all the rights and structures to invalidate the treacherous actions of the person who seized power,” Vardan Ayvazyan said.
