“The priority should be to resolve the Artsakh issue and restore Artsakh’s territorial integrity. Then, we can move towards that problem,” the former commander of the Artsakh Defense Army and former Secretary of Artsakh’s Security Council, Samvel Babayan, told reporters during a briefing regarding the process of establishing a commission for the demarcation and delimitation of the Armenia-Azerbaijan border.
In his opinion, “If Azerbaijan is not moving towards that, no issues should be discussed.”
Regarding the possible discussions about the issue of the enclaves within that process, Samvel Babayan noted, “There are also issues connected to Tavush. If we are truly going towards delimitation, etc., then there are many territories that are ours but in their hands, and the opposite- there are two enclaves that are theirs.
