The Armenian Government must file an urgent interstate complaint with the European Court of Human Rights to create a security zone and to immediately remove the Azerbaijani armed forces from the vicinity of the villages and from the roads between the communities of Armenia.
In particular, the presence of the Azerbaijani armed forces in the vicinity of the villages of Gegharkunik, Syunik, and on the roads Syunik communities of the Republic of Armenia, and their actions violate at least the following rights of the citizens of Armenia guaranteed by the European Convention on Human Rights (the Convention).
1. Right to life, article 2 of the Convention
2. Right to liberty and security, Article 5 of the Convention

The same applies to Azerbaijani flags and signs, any equipment of their armed forces.
We will provide the Government of Armenia with the evidence gathered through the fact-finding activities of the Human Rights Defender of Armenia, which confirms the mentioned violations, and demonstrates the urgent need for a security zone.
