“It is no secret that before, during, and after the war, Aliyev tried to pull the blanket over himself. It would be surprising if he did the opposite. Now he is talking about a peace treaty. It is not a matter of being acceptable or not. That is simply impossible,” political scientist Ruben Mehrabyan said in an interview with Aravot Daily, referring to a recent statement by the President of Azerbaijan that the “Karabakh issue is resolved and Azerbaijan expects a positive response from Yerevan in the matter of concluding a peace treaty.”
According to Ruben Mehrabyan, that is impossible for a simple reason. “The Artsakh conflict remains unresolved. Without its resolution, a so-called peace treaty is missing. It will continue the way it has until now since the Artsakh conflict is not resolved. And no, it is not resolved. Apart from Aliyev and, to a lesser extent, Erdogan, Armenia and the OSCE Minsk Group co-chair countries, as well as many members of the international community also say that the Nagorno-Karabakh conflict is unresolved and that it should be resolved only in one way: in the format of the co-chairs. Aliyev’s statement is meant to bypass the co-chairmanship format, and now our task is to prevent it.”
We reminded him that within the context of the so-called peace treaty, opposers warn that Nikol Pashinyan will sign that treaty in conditions that are not favorable to the Armenian side, such as handing over the enclaves to Azerbaijan. In response, Ruben Mehrabyan expressed the opinion that people who think that way are fooling themselves. “There is no basis for that. The reality is that the Artsakh issue has not been resolved, and it must be resolved within the framework of the co-chairs. The Armenian side and the co-chairs are speaking about that from the same place. Anything else is simply a ‘gazebo’ conversation.”
