The Central Electoral Commission granted the motion of the Prosecutor’s Office, giving consent to institute criminal prosecution against Artur Sargsyan, the head of the Sisian community and a candidate of the Armenia alliance.
According to our information, Artur Sargsyan used his official position in 2019-2020 to organize contracts for some of the affiliated companies in the tenders announced by the municipality, in particular “Hydro” and “Vav Shin” LLC, or made purchases with them in person, for the process of forming contracts regarding construction works and supply services worth about 1,000,000,000 AMD. As a result, in case of non-performance of the services or works carried out according to the preliminary agreement, all the sums stipulated in the contracts were transferred to the mentioned contractors and thus, large sums of money were embezzled or misappropriated.
In particular, the mayor of Sisian was charged with the Part 2 of Article 308 of the Criminal Code of Armenia (abuse of official authority) and the Part 1 of Article 314 (by an official for profit or other personal motives or group interests, obviously false information or entries in official documents inserting, falsifying, scratching, or making other entries or alterations, as well as compiling or submitting false documents).
Artur Sargsyan is the head of the 4th community of Syunik against whom criminal proceedings have been initiated. Former mayor of Meghri Mkhitar Zakaryan and head of the Kajaran community Manvel Paramazyan have been detained for two months. The trial of some criminal cases against Arush Arushanyan, the head of the Goris community, was supposed to start on July 14 in the Syunik Region Court of First Instance, but the hearing was postponed for 15 days. Although Arushanyan was given a preventive measure not to leave, it should be noted that on July 15, the CEC upheld the prosecutor’s office’s motion to prosecute Arushanyan.
