During the session of parliament on Tuesday, I Have Honor deputy Tigran Abrahamyan reminded candidate for Vice Speaker, Ruben Rubinyan, that after the war, they handed over territories not outlined in the November 9th agreement from the Kovsakan and Sanasar regions, Hin Tagher, Khtsaberd, and Dizapayt. “And Nikol Pashinyan said that there was a verbal mutual understanding on that issue and the danger of war. Will this precedent not work in the conditions of the threat of war and the growing threat, and will not new territories be handed over to Azerbaijan under the threat of war, which openly declares its ambitions?”
Ruben Rubinyan answered, “Hin Tagher, Khtsaberd and Dizapayt were not surrendered. They were occupied illegally and in obvious violation of the November 9th agreement as a result of the Azerbaijani attack. As for the adjacent parts of Syunik, Nikol Pashinyan has clarified several times. Our logic was that the state border is not a line, but a certain guarantee. It is one thing when military clashes take place in the Kovsakan region, and it is another thing when our troops stand on the borders of the former Armenian SSR. Now such a thing is not possible, because we are standing on the border of Armenia, and it implies certain guarantees, because it is also the border of the CSTO. You may say that it did not prevent the prevention of what happened in the Black Sea area, and I will say that we must continue working with CSTO partners.”
Tigran Abrahamyan did not agree with Rubinyan’s statement that Hin Tagher and Khtsaberd were not handed over. “Since May, the Azerbaijani troops have entered Syunik and Gegharkunik illegally up to 3.5 km in the same way, but, it turns out, with the permission of the RA authorities. Until now, no proper actions have been taken in relation to those occupied territories. According to your substantiation, Azerbaijan can enter and occupy the territory of the Republic of Armenia at any moment, and you will substantiate in the future that you did not want to allow such a thing, while Azerbaijan illegally occupied it.”
Rubinyan responded, “No, Azerbaijan can not enter Armenian territory whenever it wants, and this was proved a week ago, when the Armenian Armed Forces resisted the attack in Gegharkunik. As for the parts you mentioned, the Azerbaijani troops are there illegally and must leave. We are still trying to resolve the issue diplomatically.”
