It is important that the PACE resolution summarizes the provisions of the reports of the Artsakh Human Rights Defender: Nelly Baghdasaryan

“The humanitarian segment of the conflict has been comprehensively separated in the PACE resolution. The vote on the final content of the resolution against the Azerbaijani and Turkish delegations is already an indication that it was as objective as possible in terms of international law,” Nelly Baghdasaryan, the President of Artsakh’s Advisor on International Relations, told Aravot Daily, referring to the “Humanitarian Consequences of the Armenia-Azerbaijan Conflict/ Nagorno-Karabakh Conflict” PACE resolution, and in particular, commenting on the phrase “Nagorno-Karabakh conflict” in the resolution, which already signifies many unresolved issues. According to her, PACE is an advisory body, which excludes levers of coercion, but this document is repeated by the fact that again one of the European international organizations in some cases reminds Azerbaijan of its international obligations with rather harshly condemning statements.

“The resolution re-emphasizes Article 8 of the trilateral agreement, which remains unimplemented. Concerns have been raised about the fate of the 30 captives whose captivity has been proven, but whose fate remains unknown. It is very possible that the fact of involving Syrian mercenaries in the war with the help of Turkey was stressed. The resolution refers to the citizens of the Republic of Artsakh outside the republic. In particular, it was mentioned that the human rights monitoring bodies of the Council of Europe and the UN have work to do with the protection of their rights. This point implies a wide range of application mechanisms.”

According to Baghdasaryan, the resolution can be a document of international significance, with reference to which, or on the basis of which independent international humanitarian organizations and representatives of the international media can freely enter the Artsakh Republic. “It should be noted that after the war, the humanitarian missions of some international human rights organizations, in general, have been hampered or at least caused dissatisfaction in Azerbaijan.

Recently, after the French delegation visited Artsakh for humanitarian purposes, two French officials were included in Azerbaijan’s “blacklist,” which contradicts the right to free movement under international law,” said Nelli Baghdasaryan. The Artsakh official also considers the fact that the resolution presents the points about the cultural heritage deliberately destroyed and endangered by Azerbaijan during the war in Artsakh in detail to be very important, which are summarized in the reports of the Human Rights Defender of Artsakh.

“The resolution also addresses the misappropriation of cultural heritage, drawing the attention of UNESCO to the mechanisms of misappropriation. The delegates of Azerbaijan and Turkey, however, managed to do their job by distorting the name of the Ghazanchetsots Cathedral,including the new name of “Ghazanchi.” In the same sentence, the name of the historical Armenian city of Shushi was used, as well as its name under the temporary control of Azerbaijan, “Shusha.” These renamings or points of equivalent use are dangerous in the sense that in the future Azerbaijan can use it as a basis for working with international organizations such as UNESCO. The resolution specifically emphasizes ‘Trophy Park’ in Baku as an expression of intolerance.”
