By its Constitutional Act of October 18, 1991, Azerbaijan declared itself the legal successor of the Republic of Azerbaijan of 1918-1920, thereby invalidating and renouncing the granting to it of all the territories by Soviet Russia in 1921, without omission or exception of Artsakh which was reassigned to Azerbaijan by the resolution of the Caucasian Bureau of RCP(b) held on July 5, 1921, that was one of the losses in the context of the Moscow-Kars treaties. The Supreme Council of Soviet Armenia renounced in its decisions of September 17, 1989, and February 13, 1990, the resolution of the Caucasian Bureau, as a document issued by an illegal, incompetent body.
Along with the resolution of the Caucasian Bureau, the Moscow-Kars treaties are the cooperative result of a Bolshevik-Kemalist criminal policy against the Armenians. And although in the 1991 Declaration of Azerbaijan the Soviet period as a whole is repudiated and the formation of all borders with neighboring states by new bilateral treaties is demanded, nowadays this country holds under its control Artsakh and other territories through military invasion and genocidal, ethnic cleansing.
Having chosen the Republic of Artsakh as its target, Azerbaijan, together with genocidal Turkey, which mobilized thousands of foreign terrorists, carried out a military invasion on September 27, 2020, as a result of which almost 72% of the territory of the Republic of Artsakh was occupied, and 100 thousand people of its population were doomed to refugee status. Then Turkey crept into the occupied Akn to carry out from there the constant “monitoring” of the Armenians struggling for life on almost 3170 sq.km fragment of preserved Artsakh.
Genocidal Turkey և Azerbaijan violated the logic of the Minsk Group negotiation process, grossly infringing its demand for the non-use of force. As a result, they have disrupted the de facto situation established by the 1994 ceasefire and ignored the content of the November 9, 2020 statement. As a result, the demands of the latter are obligatory only for fulfillment by the Armenian side.

Nowadays the residents of the Republic of Artsakh are now under the direct aiming of Turkish-Azerbaijani slaughterers, and the 2020 attack has not yet received an adequate civilizational assessment due to the atmosphere of absolute impunity. Turkey has evidentially proved that at the beginning of the 21st century it can also use both violent and socio-economic methods of genocide without hesitation, while remaining unpunished. It demonstrates together with Azerbaijan that the European civilization and superpowers, as represented by Russia or the United States, do not withstand the continuation of the anthropocentrism that has been waged 150 years against the natives of the Middle East. At present the Turkish-Azerbaijani military alliance is still unpunished and the allied ties of these countries are even further strengthened after the 2020 attack.
At noon on October 9, 2021, a 1966 born civilian Aram Tepnunts was mortally wounded by a shot of Azerbaijani Armed Forces sniper in a pomegranate garden near Martakert, whereas a soldier from the peacekeeping force was next to him. The assailant was not deterred by the presence of a peacekeeper, did not consider himself obliged to implement the November 9 statement, was not afraid of any punishment and was only concerned with establishment of an atmosphere of fear and violence in Artsakh:
One of the allies, Azerbaijan, has deployed foreign forces on its territory, which are still involved in the Karabakh conflict. Under the leadership of Turkey, the conflict over the self-determination, the provision of vital needs of Armenians is internationalized, allies continue to succeed, playing on the conflicting interests of major international powers.
The main weapon of Azerbaijan and its suzerain state Turkey is the policy of force, which turns the de facto established situation into a trap for both the suffering people and the international community.
The Armenians of the preserved fragment of Artsakh, together with the refugees who found the shelter there, are today under the risk of another genocide. Under the cover of presence of Russian peacekeeping forces, the Artsakh Defense Army, -the vitally interested and necessary force which since its formation has constantly interrupted and pushed back the genocidal Azerbaijanians, is being destroyed. It is the army that has inalienable duties to the Armenians of Artsakh and saved its society from heavily armed, terrorist Turkish-Azerbaijani enemy that waged all-comprehensive war against civilian population in September 27- November 9, 2020 aggression.
Today, any resident of Artsakh is the target of a sniper of the Azerbaijani Armed Forces, every Armenian is a potential victim of genocide today. Peacekeepers are not yet an absolute guarantee of the life and security of the Armenians of Artsakh, their presence for the Azerbaijani Armed Forces, imbued with the psychology of genocide, is not an obstruction, an imperative of appeasement or of the inevitability of punishment.
Therefore, we address to international organizations, – the UN, EU, OSCE, PACE, as well as to the authorities of superpowers: the United States, Russia, France, Germany, China, India, Italy with an appeal to prevent genocide.
- We demand guarantees of security for Artsakh and the people of Artsakh, including the presence of international forces and the introduction of international security mechanisms
- We demand from the Russian Federation to make clearer its approaches to the implementation of peacekeeping mission, to formulate its responsibilities to the population, to truly ensure the security of Artsakh and of the life of the people of Artsakh, to ensure of political, economic or legal punishment for any actions of hostility.
- Immediat removal of the troops of genocidal Turkey from “monitoring stations” located in the occupied territories of Artsakh, as well as exclusion of its interference in all negotiations concerning our national problems:
- The punishment of murderous Azerbaijan and Turkey for disruption of Minsk Group negotiation process, as well as infringement of November 9, 2020 declaration. Exclude any involvement of Turkey in the work of the Minsk Group, since it destroys and tramples in every possible way on the principles of the Minsk Group conflict settlement. Turkey constitutes a dangerous precedent for resolving the conflicts and problems from the position of force and violence by ignoring the rights of human beings and peoples.
- The situation of Minsk Group negotiation process prior to September 27, 2020 shall be restored and peace talks within the Minsk Group format resumed.
- To ensure the self-defense of Artsakh and its population, it is necessary to arm the people of Artsakh.. The limited capabilities of peacekeeping forces require their cooperation with the conscript and military-trained population. Well – known evidences of recent history describe the extreme danger that threatens the local Armenians when the peacekeepers were “retarded” or were quickly and unexpectedly withdrawn. In such cases, the Armenians of Sumgait, Baku and Kirovabad found themselves in the power of brutal crowds, or, as today, at the mercy of a sniper killing a civilian in the presence of a peacekeeper.
- If not, then the aforementioned international structures and authorities of superpowers will be directly involved in proliferation of the genocide of Armenians in Artsakh, as well as in the genocide of indigenous peoples of the Middle East, as was the case a century ago, in 1915-1923.
We demand from the authorities of Armenia:
- To suspend any negotiation related to the Declaration of November 9, 2020. It is sufficient that the Armenian side unilaterally fulfilled its obligations, whereas the Azerbaijani side insolently rends the air over its “rights”. The Armenian authorities must take all possible political and economic steps not to leave unanswered any action of the proponents of genocide and immediately impose sanctions.
- For security of Artsakh and the people of Artsakh, demand from the OSCE and Co-Chairmen of the OSCE Minsk Group the presence of international forces and introduction of international security mechanisms to prevent the continuation of genocide.
