“We have stated that we are ready to start the process of demarcation and delimitation with Azerbaijan and discuss specific issues. The important approach is for the Armenian and Azerbaijani troops to withdraw, the border troops of the two countries to be deployed in the respective territories, and the demarcation and delimitation process to begin,” Security Council Secretary Armen Grigoryan told reporters after the government session. He assured that until November 10, however, such a thing is not planned and all similar information “is spread to cause public agitation and support the possible opposition; as you know, rallies have been announced until November 10.”
Armen Grigoryan stated that there are no obstacles for Armenia to start the demarcation and delimitation process. “We have announced that we are ready to start the process of demarcation and delimitation. We expect a positive signal from Azerbaijan in this regard. It seems that a statement was made at the UN in September, but we can not move forward in this regard.” In response to the question of whether the precondition is the withdrawal of troops, Armen Grigoryan answered that it will be difficult to say why Azerbaijan does not start the process. Answering the question about the demarcation and delimitation maps and the objections of specialists in that regard, Armen Grigoryan answered that the first demarcation of the Soviet Union years began in the 1920s, 1926-27, which ended in 1929, and the basis of the maps formed later was the maps from those years. He assured that there is no clarity regarding the maps. If there is clarity, they will inform the public. “The maps that should be the basis of the negotiations. They were discussed in the working group,” he said.
