“He and the government had to carry out all their activities in accordance with the management and military management procedures. He was to form a governing body, a point from which to write and give instructions. Such actions, which refer to the borders of the Republic of Armenia, must be in writing and by a relevant body,” Seyran Ohanyan, a member of the Armenia alliance and former Minister of Defense, said during a briefing with journalists on Friday, referring to Prime Minister Nikol Pashinyan’s statement that in December of 2020, he himself ordered the Armenian troops to withdraw to the Syunik border, and that this was done to avoid war.
“During Pashinyan’s answer, it did not appear that he had made that decision through the General Staff, the Ministry of Defense, the National Security Service, or any other body. Besides, according to the November 9 document, the parties must stand where they were at that moment, so no one could give a verbal order to withdraw, especially in the areas that would later be disputed when the borders were clarified,” Seyran Ohanyan said.
According to him, “If he were a normal ruler, in order not to start a war, he would order the troops to stand at least in the places where there are heights and routes of strategic significance. That way we would stand before the points of dispute. In contrast, the enemy makes a border with a GPS and invades our territory. The Human Rights Defender stated that the enemy was doing fortification work. How awful and how far you have to be from all that to say ‘It’s ok, there are only several months left for the Human Rights Defender to fulfill his duties.’
