On November 3 President of the Artsakh Republic Arayik Harutyunyan met with Prime Minister of the Republic of Armenia Nikol Pashinyan.
In his speech, the head of state emphasized that the right of nations to self-determination remains a priority on the way to a political solution to the Nagorno-Karabakh conflict and thanks to the mediation efforts of the OSCE Minsk Group, the negotiation process should be continued. Touching upon the large-scale construction works being carried out in Artsakh, President Harutyunyan noted that by the end of the year, at least 300 apartments will be put into operation in Stepanakert.
“Besides, we have managed to lay the foundations of thousands of apartments with the support of the Armenian government and the “Hayastan” All-Armenian Fund and by the end of next year, we will have completed at least 2,500-3,000 apartments,” the President said, emphasizing that housing is important in solving the demographic issue of Artsakh.

President Harutyunyan voiced his gratitude to the Prime Minister of the Republic of Armenia that a considerable amount of money was reflected in the state budget of Armenia in 2022, which will allow to solve the main issues together with the sums deposited at the expense of the economy being restored by Artsakh.
“I want to note that various structures of the Republic of Armenia and the Republic of Artsakh cooperate quite actively and respond to all our questions operatively. Any issue raised, whether social, infrastructural or otherwise, is being resolved and the normal life that exists in Artsakh today is mainly conditioned by the special attention of the Armenian government and the daily work that takes place,” said Arayik Harutyunyan.
Welcoming President Harutyunyan, RA Prime Minister Nikol Pashinyan noted that after the 44-day war the joint work has never stopped and it is important to analyze their results and assess the situation.
“It is important to record that during this period the Government of Artsakh together with the Government of the Republic of Armenia, has managed to carry out very concrete work to restore normal life in Artsakh. Of course, we do not consider what has been done to be satisfactory and naturally, we must continue to work in that direction by replacing support programs, as we have said many times, with development programs,” said the Prime Minister.
According to Nikol Pashinyan, the discussions at the working level on the settlement of the Nagorno Karabakh conflict is also important.
“Of course, we consider it important that the full-fledged negotiation process within the framework of the OSCE Minsk Group Co-Chairs will be resumed, where, as the Co-Chairs have repeatedly emphasized, the final and comprehensive settlement of the Nagorno Karabakh conflict and the clarification of the status of Nagorno Karabakh based on the famous principles, including the nations’ right to self-determination.
All these issues are always on our joint agenda, and today we will have more detailed discussions on these topics. Once again I greet You, I am glad to see You,” said Prime Minister Pashinyan.
