“A few weeks ago, we published the third case of invasion, in the village of Tsav, Kapan, more than 1.2 km. This invasion took place in October 2020. This issue should be included in the negotiations,” the RA Human Rights Defender Arman Tatoyan warned at the November 3 press conference. He considered it an exceptional development that the PACE adopted a resolution on September 27 that included the ombudsman’s proposal, which clearly stipulates the start of negotiations to establish a demilitarized zone.
Arman Tatoyan showed on Google Maps how close the Azerbaijani positions are to the houses of Armenian citizens, their barns, and their pastures. This is the case in Kut and Verin Shorzha. He noted, “People live in Verin Shorzha next to the Azerbaijani positions. There are communities in Gegharkunik where there is no water at all due to Azerbaijani illegalities. How will this issue be resolved?”
He warned that the Azerbaijanis were “sitting” directly on people’s heads in Khoznavar. The same in Khnatsakh. Then he explained, “All the livelihoods and pastures of the population in Nerkin Khndzoresk are under Azerbaijani control. People’s right to life is violated. The normal life of people is fundamentally disrupted in Davit Bek. The Azerbaijani positions are located next to the Davit Bek Cemetery. There were shootings in this area. The Nerkin Hand school is several hundred meters away from the positions of the Azerbaijani armed forces. Can any international organization convince me that this is not a violation of children’s rights?”
