Today Artsakh has at least two guarantors of security: Stepan Safaryan

On November 9, during the presentation-discussion of the report titled “Road to the 44-Day War” organized by the Armenian Institute for International Security (IACS), IAEA President Stepan Safaryan said, “The issue of seven territories has been resolved with the November 9 announcement.

The legal status of that document has not been agreed upon. It is a direct political will of the President to end the war.” Referring to the claims that Russia is the guarantor of Artsakh’s security at the moment, he expressed this opinion, “I would not say that today only Russia has become the guarantor of Artsakh’s security. I think Artsakh has at least two guarantors of security today. Armenia has not stopped guaranteeing the security of Artsakh, regardless of whether we talk about it a lot or not. It does not refer only to budgetary means. It refers to the same security systems. In the domestic political field of the Republic of Armenia, I just consider it a favorable statement for some people that we no longer have such a role. Absolutely not. There is something important. If the issue of peacekeeping is in the interests of the Armenians of Armenia and Artsakh, then this new situation is not favorable to Azerbaijan either. They have already started provoking.”
