“According to the unsigned document, territories are surrendered”: Political scientist

“In recent years, the army has been consistently disorganized, and now, when the stage of negotiations comes, the Ministry of Foreign Affairs is disorganized,” says Suren Sargsyan

On November 15 during the discussion titled  “War and Capitulation: One Year Later,” international expert Suren Sargsyan touched upon the question of what we have a year after the war. He said that the global race has made us face quite difficult concessions, especially since we do not have a professional foreign policy or diplomacy.

“The interests of dozens of countries are conflicting in our region. No one is satisfied with the results of the Artsakh war. We are not satisfied because we lost, Azerbaijan is not satisfied because it could not take Artsakh completely as it planned. Russia is not satisfied because it should have deployed peacekeepers on a much larger area, including Hadrut. Iran is also not satisfied, because a very large border, which was under the security of the Artsakh Defense Army, has now become a border with Azerbaijan.

This creates serious problems for Iran. The so-called Syunik road or corridor also creates problems, and this is also a serious headache for Iran. Realizing all this, we see that, of course, the war is over, but the global challenges continue to exist. Now is the time to try to restore something through diplomacy, but unfortunately we do not have that ability at the moment.”

Suren Sargsyan said that during recent years, the army has been consistently disorganized, and now, when the stage of negotiations comes, the Ministry of Foreign Affairs, the body that is responsible for the diplomatic front of the state, is also disorganized. “Everything is consistently destroyed. There are serious challenges and we do not have external or internal resources to face them. This is the most difficult period for our state. Everything that is happening will have a devastating effect or has already had on the future of our state.”

And political scientist Aghasi Yenokyan mentioned that until now there is no document on capitulation; the November 9 statement and what happened after that are not international documents. “What is happening is the step-by-step taking of territory, the entry of Azerbaijani troops into Armenia, and the entry of Russian troops into Armenia, which are steps based on a paper, a statement that has no legal force.”

According to him, now there is pressure on Pashinyan to sign a document, after which it will go to the parliament for approval, and he still seems to resist, realizing very well that after signing the document he will have serious problems not in Armenia, but he will have nothing to do anymore. “Now we see creeping aggression, and according to the unsigned document, they are surrendering territories.”
