“Armen Grigoryan’s verbal appeal from the H1 pavilion to the CSTO is not an official notice, although the CSTO has already responded,” Gegham Manukyan, a member of the Armenian faction, told reporters on November 16. Referring to the statement shared by the Ministry of Defense on H1, according to which fighting was taking place in the eastern border of Armenia, the Secretary of the RA Security Council Armen Grigoryan said, “Since the attack was on the sovereign territory of Armenia, we appeal to Russia to protect the territorial integrity of Armenia under the 1997 agreement between the Republic of Armenia and the Russian Federation, and within the logic of fulfilling mutual obligations under the agreement.” Gegham Manukyan said, “One thing should be noted: today there is no government in Armenia that can respond to all this in a centrifugal way.”
