“It will be of a formal nature. I do not even think that the talk about customs points will turn to the material side. I am convinced that it will be only a formality, ” SRC Chairman Rustam Badasyan said at a briefing with journalists in the parliament on December 1. The deputy of the Armenia alliance and former governor of Syunik, Vahe Hakobyan, said that he has not crossed the Armenian customs control yet. He asked, “What is the logic of our having a customs point? Which Azerbaijani car will come to us for customs clearance?
Goris-Kapan has two sections, M2, which is controlled by the Azerbaijanis and is currently closed. The Azeris even built a gas station. What customs point are we talking about now, through which the Azerbaijanis must enter and come to Armenia? How do you imagine them to be cleared through customs? Although, let me correct myself․ Nothing can be ruled out with this government, and tomorrow Azerbaijani cars may come, clear customs, and go to Georgia.”
Vahe Hakobyan mentioned that he has no information on what buildings the State Revenue Committee is going to buy for the installation of Armenian customs points. “Maybe they will buy something like a kiosk. I do not know. I do not consider it an effective expense because the government has already accepted those limits in its imagination.” He also said that it is very likely that the drivers of Iranian trucks will prefer to pass through the mentioned section and fuel up with Azerbaijani gasoline, as it is cheap.

“They have to transport hidden fuel with them, which they dump at Armenian customs points. For Iranian trucks, this section is so attractive that it is wider than the H46. It is not overloaded and there is cheap fuel offered by the Azerbaijanis. Iranian cargo is sold to the citizens of Armenia. That is, we give the amount of customs clearance of the Iranian truck. And the Aghvani-Tatev road, H46, is quite blocked. What about the snow? In a traffic jam, fog․․․ a big truck enters the bends, all of them are blocked. Cars and trucks travel at the same time, and that section can be passed in three hours,” Vahe Hakobyan stressed.
