On December 10, at the sitting of the NA Standing Committee on Foreign Relations, the draft statement on Demarcation and Delimitation Issues authored by the Armenia faction was discussed, but this time, it was an open discussion. This draft has already been discussed once and received a negative conclusion, but now it has been included in the agenda by an extraordinary procedure. The head of the Armenia faction, Seyran Ohanyan said that this topic is interesting for society as it refers to the border situation of the Republic of Armenia and the problems related to Artsakh.
“The situation after November 9 allows us to conclude that Armenia and Azerbaijan should have fulfilled their responsibilities, but Azerbaijan is not fulfilling them. Even more, it is provoking the situation. In these conditions, it is unacceptable to rush to the border, demarcate, and strike at the fate of Artsakh.”
Seyran Ohanyan quoted Nikol Pashinyan’s speech from the last question-answer session of the NA-Government. “He said that in 2016, it was already known that there was no possibility of withdrawing Artsakh from Azerbaijan. In that case, why did you claim in 2018 that Artsakh is Armenia and that’s it?” In response, the chair of the committee, Eduard Aghajanyan said, “You forgot to mention the military imbalance at that time, which was de facto causing big problems in the context of solving that problem. I want to hear your opinion: is the previous government to blame for this military imbalance, what did the previous government do or not do, and what is the explanation for such a military imbalance in 2018?”
Seyran Ohanyan answered that the defense ministers of this government do not come to the National Assembly to report, but secondary officials do. “As for the military imbalance, we are working in parallel to ensure security, both political tools are used and work is being done to develop the security system and the army. The course of these years has shown that the army has experienced its development, and over the past few years, serious work has been done to reduce the military imbalance and to acquire weapons and military equipment. Of course, we can not compare our capabilities with Azerbaijan. Azerbaijan has developed faster. It was due to our economy.”

Seyran Ohanyan also spoke about the shortcomings. “Quite a large number of drones had to be purchased. The second is the radio-electronic warfare, where quite serious changes have taken place on the negative side, which has affected the advantage that Azerbaijan had during this war. However, the Defense Army was able to solve the problems set before it. They had to carry out consolidation and replenishment measures. The worst thing that has happened during this period is the uncertainty, the chaos, the great violations that took place during the war, and absolutely no steps have been taken in that direction.”
