“Now it is too early to talk about a peace treaty”: Civil Contract member Eduard Aghajanyan

“Armenia has always had a positive attitude towards advancing the peace agenda. The ultimate goal is the peace agreement, which should be published in the form of a text of logic of mutual acceptance as a result of a rather long, deep, and comprehensive discussion,” said Prime Minister Nikol Pashinyan at a briefing in the parliament on January 27.

Eduard Aghajanyan, a member of the Civil Contract and chair of the NA Foreign Relations Committee, said that Armenia is ready to start negotiations with Azerbaijan on a peace agreement. “At the moment, we are talking about a peace agreement, in connection with which there was no detailed discussion in any format, and it is logical. At this time, even regarding demarcation, we find it difficult to make concrete progress or take steps. Now it is too early to talk about a peace agreement.”

Eduard Aghajanyan added, “The proposals presented by Armenia to its partners are not preconditions. We have said many times that in order for the demarcation and delimitation process to be possible in practice, minimum security conditions must be provided before starting it, so that a corresponding commission can be formed,” Eduard Aghajanyan said in response to the question that Baku rejected the proposals of the Republic of Armenia related to the demarcation and delimitation process, as it considers them a precondition.

According to him, “The proposals of the Republic of Armenia are directed and aimed at ensuring those guarantees. Our position is clear. I think in practice (we will be convinced later) it will not be possible to start a process, because without the aforementioned, the risks are high, the situation can get worse.”

According to Aghajanyan, such an assumption cannot be made from Baku’s point of view, because it is the minimum precondition for starting such a process. “This was the position of the Republic of Armenia. Our perception is that our Russian partners share our position. Negotiations must continue, Armenia does not refuse its proposals. The first step, as a precondition for starting a process, should be the mirror withdrawal of troops. That is the best option.”
