Those who adapt will survive

I think no one doubts that after the next change of government, whenever it happens, the NSS, the Anti-Corruption Committee, the Prosecutor’s Office, and all other law enforcement agencies will spend most of their time and potential “digging up dirt” from the Civil Contract members and their associates. The “illegal property” of Civil Contract deputies and high-ranking officials will be confiscated (If, God forbid, Kocharyan comes to power, the process will not be limited to the CC members; he will “remember” one by one all those who have said something negative o him in the last few decades). The most important negative consequence of this approach, in my opinion, is that it makes the work of the state system extremely inefficient.

One can only guess how many thousands of low and medium-ranking officials have been summoned for questioning during these 3.5 years, during which those officials have been asked, persuaded, convinced, and demanded that they testify against this or that targeted “former official,” especially in cases that were often 10 or 20 years old. This was done not for the sake of justice, legality, and other good things, but for political revenge, to appease public sentiment and to have a propaganda effect. This titanic work of law enforcement officers from the government building did not lead to a particularly large “hunt,” and the main reasons, of course, are the agility of the “former regime,” their caution, as well as the lack of professionalism of law enforcement.

How does all this affect government officials? They, naturally, see that the purpose of these criminal cases is not legitimacy at all, that the purpose of the investigators mediated by Anna Vardapetyan or other government officials is completely different. What can an ordinary bureaucrat draw from this? It seems to me that the answer is simple: “Come on, I will not do anything, I will not show any initiative so that I will not be called in 10 or 20 years.”

The “cleansing” of the judiciary is underway. Who will remain in the ranks of judges if this government survives for, say, 5 years? The “drum beaters” (CC “Komsomol”) and those who served the “former” (because they do not care, they follow the instructions of “Baghramyan-26” or the Republic Square). But after the change of power, today’s “Komsomols” will be replaced by new “Komsomols.” Those who follow the instructions will stay.
