The package of draft amendments to the Law on Occupied Territories of Artsakh and the Civil Code was discussed in the Artsakh parliament on Wednesday. It was presented by Artur Mosiyan (photographed). The Standing Committee on State and Legal Affairs gave a positive conclusion to the project.
This law establishes the legal status of the territories occupied by the Republic of Azerbaijan in 1991-1994 and 2016 and the Republic of Turkey in 2020 with the direct participation of foreign armed terrorists due to the Republic of Azerbaijan’s military aggression against Artsakh and the special legal regime, state administration, and local self-government of those territories, relations related to the characteristics of the activities of bodies, organizations, human, and civil freedoms, as well as the protection of the rights of legal entities and interests.

The occupied territories are an inseparable part of the Republic of Artsakh, which is covered by the legislation of the Republic of Artsakh. In a related report, the Minister of Foreign Affairs of the Republic of Artsakh Davit Babayan highlighted the adoption of the law, noting that they may be a little late. “After all, most of our country is occupied and we must have this law. It includes the vision of the National Assembly and the government towards its past, present, and future.”
Davit Babayan considers the adoption of the project a historic step. The Speaker of the National Assembly of the Republic of Artsakh Artur Tovmasyan does not consider the adoption of the draft late, as it was necessary to discuss the draft in the Security Council of the Republic of Azerbaijan. According to him, the draft would have been delayed had it not been for the decision of the Artsakh parliament of March 1, 2021, on the occupied territories of Artsakh in the form of a statement. The bill was adopted in the first reading by 31 votes in favor. The project will be discussed in a special session.
