The President of the Republic of Artsakh Arayik Harutyunyan is convinced that the 44-day war would not have had this outcome if the population of Artsakh was 250-300 thousand people, and the population of Armenia was 4 million.
He said this during a meeting with a group of intellectuals from Armenia. According to Arayik Harutyunyan, one of the main issues on Artsakh’s agenda now is demographic growth, with various programs to boost the birth rate, resettlement, and repatriation. In this regard, Artsakh especially needs the support of the Diaspora, including financial support. There are 38,000 displaced people from Artsakh after the 44-day war. They were able to provide 1,500 families with the old housing stock. Currently 3,000 apartments are under construction, the issue of construction of 2,000 apartments is underway.
Over the next three years, the government of Artsakh plans to build 7,000 apartments, which will enable the resettlement of 15,000 people in Artsakh. According to estimates, 500 million drams are needed for housing construction in Artsakh, and 100 million for infrastructure development. After the war, 70% of Artsakh’s agricultural lands are under enemy control. Although they were the best lands in terms of agriculture, Arayik Harutyunyan does not consider it the end.
There are clear calculations in the government of Azerbaijan for the development of new greenhouses, gardens, and agricultural infrastructure.
