On March 3, the Deputy Speaker of the Parliament Ruben Rubinyan made an extraordinary speech at the NA plenary sitting. “The problem is to insult the public consciousness in the true sense of the word. I ask the oppositionists: what were Sanasar, Kovsakan, Akna, Kashatagh? What are they? What was the significance of our Armenians, for us, for Armenia, for our leaders?” Rubinyan asked.
According to him, it is a recorded fact that the Armenian authorities, during the presidencies of Levon Ter-Petrossian, Kocharyan, and Sargsyan, negotiated the transfer of the mentioned seven regions to Azerbaijan. “Of course, not only did they negotiate about that, it was a component of the packages and stages. When many of you say that we have handed over 75% of the homeland, the question arises, does it mean that you consider it part of Artsakh? Yes, logically. In that case, how did Robert Kocharyan and Serzh Sargsyan negotiate over the transfer of a certain percentage of the homeland? Does that mean that they were potential land-givers, by your logic? This is the problem. Orient yourself in the end. If Azerbaijan had signed the Kazan document, those territories that passed to Azerbaijan as a result of the war would have passed to Azerbaijan, wouldn’t they? Why are you insulting my, and not only my, consciousness?”
It is not clear to Rubinyan that according to some of the opposition, the government should not have signed the November 9 document, and according to others, the government did not agree to stop the war soon, as a result of which the mentioned territories would be handed over again. “This is an insult to the public consciousness.” Rubinyan demanded from the opposition to give clear answers to his above-mentioned questions. He wondered what they would do if they were in power as of November 9 so that there would be no war.
