EU High Representative Josep Borrell said on Twitter today that he would propose a new tool – “a new horizontal regime” – that will allow the EU to sanction malign disinformation actors.
“We need to protect our democracies from foreign interference and attempts to manipulate,” said Borrell.
He added that this would be part of a broader toolbox that would enhance the EU capacity to deter and to act.
In the first days after the start of Russian aggression against Ukraine, the EU decided to suspend the broadcasting activities of Sputnik and RT/Russia Today (RT English, RT UK, RT Germany, RT France, and RT Spanish) in the EU, or directed at the EU. Both media organisations are under the permanent direct or indirect control of the authorities of the Russian Federation and are essential and instrumental in bringing forward and supporting the military aggression against Ukraine, according to a press release from the Council of the EU.
