I was informed that in Gyumri the police, using disproportionate force, arrested citizen Karapet Poghosyan, knocked him to the ground, twisted his arms, as a result of which the latter received a closed hand fracture.
With my recommendation, the employees of the NA Standing Committee on Protection of Human Rights and Public Affairs contacted the citizen, clarified the details of the case, and then spoke with the RA Police for an official clarification.
The citizen informed the police about his chronic diseases, which was ignored by them.
The police informs that the employees of the Mush department of Gyumri are preparing materials on the case within the framework of Article 137․1 (Serious insult) of the Criminal Code.
Currently I am preparing letters to the ambassadors accredited to the Republic of Armenia, asking them to keep this case in the center of attention, to take appropriate steps to protect human rights within their competence.
