“The parties have expressed readiness to move forward. It is too early to talk about clarifications, but it seems that there is a common desire to go to negotiations,” said Vladimir Vardanyan, a member of the Civil Contract faction, referring to the Nikol Pashinyan-Ilham Aliyev meeting in Brussels on April 7.
In response to the remark that the word Artsakh was not even mentioned in the statement following the meeting, Vardanyan insisted that in many statements we have emphasized the issues related to the rights of the people of Artsakh․ “This is an issue that will be settled based on the realization of the people’s rights. It was about the implementation of the RA-Azerbaijan relations, the agreements reached earlier, and the building of an atmosphere of trust.”
The journalists recalled that Azerbaijan speaks with preconditions, putting forward five points. In response, Vladimir Vardanyan mentioned that flexibility is possible in the negotiations. “Armenia has response proposals, the process will continue.” As for the fact that the statement does not mention the intrusion of Azerbaijan into the sovereign territory of the Republic of Armenia, Vladimir Vardanyan expressed an opinion that in diplomacy it is not always possible to find the answers in the texts.

“Take into account what is written between the lines. When it comes to mutual trust, this implies certain measures, which will allow us to avoid incidents later.” Vladimir Vardanyan also urged to clearly differentiate the problems.
“The co-chairing countries condemned Azerbaijan’s steps in Artsakh. And in Brussels the questions mostly referred to the clarification of the RA-Azerbaijan relations. Now it is difficult to talk about the peace document prepared by the parties. We can only say that there is moderate optimism in connection with the fact that the parties are ready to make progress on this issue.”
