“A document of 2016 has been published, in which it is strangely written at the very beginning of the title that this is a document on the first stage of the conflict settlement, further settlements. They substantiated that the steps are in one package, they can not be separated, therefore, it is a package document,” said the deputy speaker of the parliament Ruben Rubinyan, referring to the document published by the office of the third president Serzh Sargsyan on April 14.
“It is a trick, it is not new. Before the revolution in 2018, Sergey Lavrov said several times that a step-by-step approach had been proposed, in response to which Armenian Foreign Minister Edward Nalbandian said that a step-by-step solution was being discussed by implementing a package. It is a strange assertion, which could be logical only in one case. In the phased version, the problem items are solved step by step. In the case of the package, either the issues are solved in one step, one point, or an agreement is reached to solve them, but, as Nalbandyan said, the solutions are implemented step by step.
Nalbandyan’s statements would be accurate if a package decision was envisaged for all issues,” he added. According to Ruben Rubinyan, “The reality, however, was not like that, because that document described the solution of only one stage, for example, at some stage some of the regions around Artsakh are handed over. Has the status of Artsakh been fixed by that? No. Has it been fixed when the referendum on the status of Artsakh will take place? No. Nothing has been fixed in that sense. In other words, we are dealing with a solution that does not contain the cornerstone problem, when, how and by what means it will be solved. Therefore, Serzh Sargsyan discussed a purely step-by-step version.”
