“The Armenians of Artsakh are well aware of the price of peace. The statehood of Artsakh, the right to live freely and independently in the historical homeland are absolute values, even the threat of war can not keep us from them. Any negotiation process for the annexation of Artsakh to Azerbaijan on the Armenia-Azerbaijan “peace” agenda, as well as the signing of the resulting document, violates not only the statehood of Artsakh, but also the inalienable right of Artsakh Armenians to live in their historic homeland.”

MP Artur Mosiyan presented the draft statement at the special sitting of the Artsakh Parliament on April 14. The requirements are formulated in the draft. “We demand that the Armenian authorities abandon their current catastrophic position and be guided exclusively by these values. No government has the right to lower the bar of internationally recognized status for Artsakh under the pretext of peace, as well as the internationally recognized right to self-determination.

On behalf of the Armenians of Artsakh, we appeal to the Armenians around the world to stand together resolutely with our brothers and sisters in Armenia and Artsakh in this just struggle. To our colleagues in the National Assembly of the Republic of Armenia, do not deviate from the line of the July 8, 1992 decision of the Supreme Council. It is very important for us that the Russian leadership during the peacekeeping mission does not exploit the problems that arise from anyone as a basis for questioning the further security of the people of Artsakh. The leaders of the OSCE Minsk Group Co-Chair countries, regardless of the existing differences, should make efforts to resolve the Nagorno-Karabakh conflict.”

In his speech, Vahram Balayan, Chair of the Foreign Affairs Committee of the Artsakh Parliament, said that the Artsakh war of 2020 changed everyone’s life in a bad way. “We are in a very difficult situation. It seems hopeless and there is no way to provide a solution, but it is not. The people of Artsakh have always found the answer to that question for centuries, it is the struggle.” He noted that in the field of foreign policy, the political path that has been drawn with Russia since the end of the 17th century should be renewed. In the field of domestic policy, they should start a dialogue with the people of Armenia. “I am convinced that the people who won in 1991-94 will build our new victories in conditions of mutual understanding. You must make our Armenia-Artsakh-Diaspora trinity unshakable. Be sure that the Artsakh Republic will live and the concept of Artsakh will last forever.”
