Foreign Ministers of Armenia, Azerbaijan, and Russia held bilateral, then trilateral meetings on Friday in Dushanbe. According to the official statement, the issues of the establishment of the commission on border demarcation and delimitation were discussed. Before that, Hikmet Hajiyev, Advisor to the President of Azerbaijan, met with Armen Grigoryan, Secretary of the Security Council. According to the latter, Armenia has added its 6 points to Azerbaijani 5 points, which include the security issues of Armenians of Artsakh.
However, the Azerbaijani media note that such issues were not discussed with Hajiyev, as according to the propaganda of the neighboring country, these are internal affairs of Azerbaijan. As for demarcation and delimitation processes, according to Azerbaijani deputy foreign minister Khalaf Khalafov, the subject of negotiations is “Qazax district”, which is the handover of the seven villages of the Tavush region, as well as Tigranashen, which they call “Karki”, to Azerbaijan. As far as I understand, these are demands of the Azerbaijani side during the meeting in Dushanbe. It is not yet known what Ararat Mirzoyan answered.
Now the Armenian government is facing a difficult problem – avoiding the resumption of the war and avoiding signing an unfavorable document. This is going to be very difficult to do, especially taking into consideration the de facto dissolution of the OSCE Minsk Group in light of the Russia-West conflict. The time is not working in favor of us – Russia is getting weaker because of the crazy war in Ukraine. The United States and the European Union are far from the region, both geographically and politically. According to the Russian saying, “heaven is high, and the emperor is far away. Under these conditions, Turkey’s and Azerbaijan’s hands are loose.
What does the opposition say? They say we will do a change of government first, and then we will start negotiations from the “square one” or “our own square”, but practically they try to bear the burden of the final humiliation without realizing it. It’s not clear why. First of all, the conditions suggested to the “newcomers” most likely will be worse for the reasons mentioned above. Secondly, according to last year’s data, Pashinyan has 680 thousand fans. I assume that they will applaud any step by the prime minister. No one will be applauded anymore. So let them enjoy the consequences of their choice.
