“The Ministry of Health implemented 12 programs with 53 measures in 2021. The annual plan was about 114 billion 496 million AMD, however, according to the adjusted plan, it was 159 billion 191 million AMD. This was due to the funding of measures to fight against the coronavirus pandemic. 157 billion 909 million AMD was actually used in the healthcare sector in 2021, which was 16 billion 131 million more than in 2020,” the Minister of Finance Tigran Khachatryan noted at the joint sitting of the Standing Committees on Health Care and on Financial-Credit and Budgetary Affairs held on June 7.
The sitting was moderated by the Committee Chairs Narek Zeynalyan and Gevorg Papoyan.
The Minister of Health Anahit Avanesyan referred to the work implemented by the Ministry in the reporting year and their performance. Compared to 2020, the expenditures of the Ministry of Health increased by 11.4% or 16.1 billion AMD in 2021. In general, 89.889 people received medical assistance in 2021. 35 billion 251 million AMD was spent in connection with the coronavirus pandemic. 41 billion AMD was allocated for the implementation of Public Health Maintenance program. 28.4 billion AMD was allocated for the implementation of Primary Health Protection program, amounted to 99.5% of the planned indicator. 19.2 billion AMD was used for the implementation of Maternal and Child Health Protection program, the performance was 99.2%.
The Minister also presented the other programs and their performance, answered to the deputies’ questions.

According to Anahit Avanesyan, the actuarial calculations of the insurance system and the main points on which the system will be based have already been summarized in the Ministry. Currently, the concept is under discussion in the Government. “We expect the adoption of the concept and relevant legislation by 2023. It is included in the concept that the system will be introduced gradually and in stages. I think that we will fully summarize the complete opinion and present the concept to the National Assembly, on which the law will be based,” Anahit Avanesyan noted, highlighting the introduction of the system.
