“By the logic of a corridor in Armenia, any road is excluded, we are moving forward with the logic that there will be border control”: Secretary of the Security Council

We have been discussing the issues of Berdzor, Aghavno, and Sus with our partners in Artsakh since November 9 in order to find solutions, Secretary of the Security Council of the Republic of Armenia Armen Grigoryan said after the government session in response to the question about the fate of those communities’ residents when those communities come under the control of Azerbaijan. Grigoryan said that the Artsakh authorities are working in that direction.

“We still have time to find solutions for the residents in terms of the road. We still have about 1.5 years. We will work with the Artsakh government and we will find solutions.” Regarding Prime Minister Nikol Pashinyan’s announcement on the peace agenda and that Azerbaijan will start a new war, Grigoryan said that when we tried to advance the peace agenda, we talked about possible problems. “It is not that when we talked about the peace agenda, we thought everything would be very easy. We know about the difficulties, but we also understand that in order to be able to ensure security in our region in the long run, the possible option of security guarantees is the peace agenda. We must continue to work in this direction, but we also understand that it not only depends on Armenia. That is why we are working with all our international partners to advance the peace agenda.”

Referring to the statements of Azerbaijan and Turkey that the issue of the Zangezur corridor has been resolved, Grigoryan said, “We have said many times that a corridor logic through the territory of the Republic of Armenia is excluded. This continues to be our policy. When we announce that our positions are closer, it means that we have moved forward with the logic that there will be border control, by the corridor logic in Armenia any way is excluded. This was said not only by official Yerevan, but also by official Moscow and Brussels. I think there is a problem with the perception of the negotiation process, because everyone states that the corridor is not discussed, but the Azerbaijani side constantly states about it for an incomprehensible reason.”

On the statement of Deputy Prime Minister Mher Grigoryan, “The working group of the Prime Ministers of Armenia, Azerbaijan and Russia has managed to bring the positions of Baku and Yerevan closer to a number of issues, including border-customs control,” the Security Council Secretary clarified,  “If the territory of Armenia is used to take goods from Iran to Georgia, it is a different type of tax. Naturally, in the case of Azerbaijan, tax types will be applied. Discussions on this are going on at the moment, we have made some progress. The whole discussion is based on the logic that we find the means of border control. It is possible to introduce a simpler version by using modern technologies, for example, by adding an application, so that there is a faster process. But there will be complete border control, and the roads will be discussed accordingly.”
