The Constitutional Court received the judge’s application regarding the constitutionality of the extradition permit. The issue of the legality of the prosecutor’s decision based on the appeal of Arsen Mkrtchyan, the defense attorney of the Russian defendant, will also be subject to scrutiny. According to the application submitted by the court, the Armenian citizen of the Russian Federation has been wanted since February 6 of this year for a particularly large-scale fraud committed by a group of people.
On June 23 of last year, a decision was made by the Prosecutor General’s Office of the Russian Federation to impeach our citizen as an accused. On the same day, a decision regarding the restraining order was made.
On October 8, the citizen was found and arrested in RA. A temporary detention was applied to him by the Yerevan Court of General Jurisdiction. Then it was decided to extradite him. The Prosecutor General’s Office of the Russian Federation has provided guarantees for the protection of citizen’s rights provided for in the international agreement.
On May 10 of this year, by the decision of the Prosecutor General of the Republic of Armenia, the petition to hand over the citizen to the competent authorities of the Russian Federation for the purpose of criminal prosecution was granted, and the latter’s handover to the competent authorities of the Russian Federation was allowed.

On June 2 of this year, an appeal was filed by his lawyer. During the court session on June 7, the judge made a decision to suspend the proceedings and apply to the Constitutional Court.
