“In my opinion, no one claims that Russian peacekeepers should leave Artsakh or be replaced. Why, because it begs the question: if not Russia, then who? Therefore, the one who said it should send the peacekeepers themselves. Mr. Jonathan Lacote recently hinted that France has no intention of taking responsibility with Russian peacekeepers in Artsakh,” said Sergey Markedonov, political scientist and leading researcher of Moscow State Institute of International Relations at a meeting with journalists at the Article 3 press club According to him, during his stay in Armenia, he noticed that the citizens accept with open arms the tweets of French President Emmanuel Macron that France is next to Armenia and that it will support Armenia.
“Okay, that’s great. I can declare many things, but can I provide them? Of course, it is psychologically pleasant to hear such things, but they have nothing to do with reality.
I really understand the difficult situation in which the population of Armenia is. It is not clear how the situation will be resolved, and any such announcement is welcomed with enthusiasm, but let’s state that the European Union does not have the opportunity and desire to carry out a peacekeeping mission.” At the same time, Sergey Markedonov pointed out that there is also a gap between the possibilities of the peacekeeping mission and the expectations of the Armenian society.

“The Republic of Armenia was the guarantor of the security of Artsakh and was defeated. There were the incidents of Parukh, then the situation in the corridor of Berdzor, and the idea that the big brother would help was disrupted. Pashinyan hinted at the discussion of the functions of the mission. Therefore, there is a gap. I see the systemic problem in the fact that many things do not come to light, and then there is a status of aggrieved. No one praises anyone exactly like that. If you don’t speak, they speak for you. There is a systemic problem, there are informational problems.”
In August, Armenian Prime Minister Nikol Pashinyan announced: “I must repeat that, in our opinion, the signatures of Armenia and Russia are sufficient to fully implement this mandate. And if not, then it is necessary to take measures to establish that mandate internationally, or to endow the peacekeepers with a wider international mandate. I don’t want to reveal too many working details now, but these issues have been bothering us since November 2020, we have made efforts to reach concrete solutions, and now these efforts must be doubled and tripled.”
