English philosopher Thomas Hobbes believed that if people are given the opportunity to express themselves in their natural state, then complete chaos will be established and everyone will start fighting against everyone else. And indeed, as soon as the regulations acceptable to all parties begin to fail in the relations between states and between states, the right of the strong comes to the fore, and in that case the stronger begin to take what they have from the weaker, but there are even stronger of the strong, and so on, and the state or the whole world plunges into chaos.
Fortunately, despite the fact that there is now a war going on in the western part of Europe, the superpowers have not yet crossed the line beyond which the nuclear apocalypse is coming.
For example, when US House Speaker Nancy Pelosi’s plane landed in Taiwan, and the Chinese Air Force did not shoot down the plane, despite Chinese threats to do so. In other words, everyone understood that starting World War III over such a problem was unwise. But, agree, the situation is quite fragile, and it is still not clear in which part of the world whose nerves will give way.
In order for people not to enter their “natural state,” a state is needed that reflects their agreement about certain rules of the game. In exactly the same way, the states get out of the chaos-producing state of “strong law” by concluding bilateral or multilateral agreements with each other. And what is happening at the societal level?

In recent days, it is noticeable that not only the representatives of the government and the opposition are arguing with each other and throwing heavy accusations at each other, but the same is happening in the opposition camp. And here the agreement should not be about being gentler and more correct towards each other, it will be a “side result” in itself. Rather, there must be consensus among the political elite on strategic goals. I think one such goal should be to keep the remaining part of Artsakh under our control as an Armenian territory.
I am sure that no Armenian, no current or former government official, no pro-government or opposition party member will want us to have another 120 thousand migrants. But desire is one thing, priority is another. Is that a priority for most?
