The targeting of the civilian population and vital irreplaceable public infrastructures by the Azerbaijani armed forces constitute prohibited acts under international humanitarian law. However, they continue in a very familiar script for the second day.
The facts the HRD office collected today on the targeting of the civilian population in Jermuk repeat the practices of the Azerbaijani armed forces of yesterday and today in Sotk, Kut, Azat, Nerkin Hand, Akner, Verishen, and other communities.
In this context, a clear public response to the facts by organizations and actors with an international mandate to monitor or promote human rights has a crucial preventive significance. Therefore, today also, during my discussions with the representatives of international organizations, I called on my colleagues to see, protect and advance the people under attack and their fundamental rights and freedoms in the turmoil of geopolitical events.
