At the session of the UN Security Council on September 15, the representative of the United Kingdom said that there is no military solution to the problem between Armenia and Azerbaijan, he also spoke about the establishment of long-term peace in the region, the return of prisoners and the resolution of the conflict through diplomacy. US representative Richard Mills expressed concern especially about the tension between Armenia and Azerbaijan and the shelling of Armenian civil infrastructures.
“We offer our condolences to the relatives of the victims. The US is working with Armenia and Azerbaijan. We have expressed concern about the border tension, especially since representatives of the civilian population of Armenia have been affected by the clashes. All parties must adhere to the observance of the norms of international humanitarian law, especially those norms that refer to the civilian population,” he said.
“We call for restraint on both sides, we must return to the course of negotiations, which will be aimed at the normalization of relations between Armenia and Azerbaijan. The international community must do everything to achieve long-term peace through diplomatic means. Secretary of State Blinken has already contacted Armenian Prime Minister Pashinyan and Aliyev, and the chief adviser on Caucasus issues is in the region, having meetings with representatives of Azerbaijan and Armenia,” he said.
Mills added, “I am ready to contribute to the establishment of dialogue between Armenia and Azerbaijan within the framework of the OSCE Minsk Group and with the support of international partners.”

The representative of the Russian Federation also expressed concern about the escalation of the conflict, emphasizing that there are a large number of victims and wounded on both sides. He said that the use of force is unacceptable and it is necessary that the commitments undertaken be fulfilled. He said that they are in constant contact with both sides, they are trying to return the sides to their initial positions, reminded of the agreement according to which a CSTO mission was sent to the Republic of Armenia under the leadership of Secretary General Stanislav Zas to assess the situation.
Speaking about the demarcation and delimitation works, the representative of the Russian Federation called them sensitive issues, but emphasized that it is necessary to return to the peaceful dialogue one day earlier. He also spoke about the Russian peacekeepers, who said that they continue their mission in the areas under their responsibility.
