“If this continues, the future negotiation process will be in the following format: Baku-Stepanakert and, to some extent, Moscow. The impression is also that the government of Karabakh has somehow adapted to this situation,” stated the second President of Armenia Robert Kocharyan at the press conference held on September 28, noting that all his concerns regarding Artsakh are coming true and no steps have been taken to correct the situation. It is not done by the government of Armenia; moreover, according to his impression, the topic of Artsakh is completely absent in the negotiation processes.
“The Armenia-Azerbaijan conflict was over Karabakh, I have no idea how these relations can be settled without having certainty and a unified understanding of the settlement of the Karabakh problem. Therefore, if there is progress here, then it can be concluded that there is an agreement on the Karabakh issue, with or without silence… And the fact that the words Republic of Artsakh, self-determination, sovereignty have completely disappeared from the vocabulary of Armenian officials proves that we have a serious problem here.” According to Robert Kocharyan, the dependence on Baku has only increased during this period.
“Azerbaijan, whenever it wants, can create a desperate situation for the people of Artsakh, and for the government of Karabakh, this will be another explanation why it is necessary to cooperate with Azerbaijan.” Robert Kocharyan considers the greatest danger to be if the dismantling of Artsakh’s state institutions begins, and the next step will be in this direction. The second president recorded one more positive thing in the current developments: all polls show that 95 percent of the people do not see Artsakh as part of Azerbaijan, but at the same time they do not fight against it.
