Vahan Naribekyan Presents Budgetary Allocations and Measures to Be Implemented for 2023
Reductions were made in the budgetary bid of the RA National Assembly for 2023. The NA Chief of Staff, Secretary General Vahan Naribekyan informed about this at the joint sitting of the Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs on November 2, presenting the financial allocations and the measures to be implemented designed for the legislative body by the main financial document of the coming year.
According to Vahan Naribekyan, the expenditure bid of the programme Provision of the Implementation of the Authorities of the RA National Assembly was 7.1 billion AMD, and in 2023 6.9 billion AMD is proposed to allocate to the National Assembly.
5.9 billion AMD was designed by the bid for the measure NA Activity Provision, Legislative, Analytical and Representation Services, 6.1 billion – by the programme. As the NA Chief of Staff, Secretary General informed, the positive difference is conditioned by the rise of the minimal salary from January 1, 2023.

The allocations directing to the measure Membership Fees of the Republic of Armenia to the International Parliamentary Organizations will be 167.2 million AMD, and by the programme – 160.9 million AMD. The difference is conditioned by the difference of the exchange of currency rate of the membership fees of some international parliamentary organizations.
1.3 million AMD is designed to allocate for the training of the state servants of the National Assembly, 127.4 million AMD for the improvement of the technical equipment.
520.7 million AMD was designed for the implementation of the cost measure ‘Support to the Parties and Party Allies.’ 65 million AMD was envisaged for the implementation of the measures aimed at the rise of the role of the National Assembly, 20 million AMD – for the improvement of the NA building conditions, 300 million AMD – for the improvement of the transport means.
Touching upon the financial reduction of three measures, Vahan Naribekyan expressed his disagreement.

The question of the NA deputy Zaruhi Batoyan related to the accessibility of the building conditions of the parliament. She underlined that in the citizens’ opinion the accessibility of the building of the National Assembly is created only for her, but it is not like that.
Answering the deputy’s question, Vahan Naribekyan noted that at the phase of the preliminary debate about 100 million AMD was designed to allocate for providing accessibility of the NA building for the persons with disabilities, but there is the idea of savings. He underlined that it would be done partially at the expense of the NA financial means. The NA Chief of Staff, Secretary General expressed hope that in 2024, the issue will be completely solved.
