The aim of the adoption of the draft law on Making Amendment and Addenda to the Law on Energy presented for debate in the first reading is fixing the legal bases of the regulation of the relations connected with rendering balance service in the electrical energy system.
As the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan assured, it is proposed to set the balance service and the principles of rendering service to the persons having that right.
The draft law also gave the definition ‘balancing energy’ understanding, the rendering of the charging service for electric cars, which is carried out through passing the energy to another person by the consumer.
“The introduction of the balancing service will give an opportunity to regulate the deviations and fluctuations of the system as a result of the reduction of energy by the given owner,” Vache Terteryan said.

Answering the question of the Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan, the Deputy Minister noted that the energy will not be sold to electric cars, other service will be rendered, for which it is necessary to pay.
Regarding the question on energy accumulation asked by the Committee member, the NA deputy Hovik Aghazaryan, Vache Terteryan documented that relevant work is done in the energy accumulation. According to the Deputy Minister, the energy accumulation, will become a separate business in the near future.
The Committee members endorsed the bill as a result of debate.
The legislative initiative was debated at the sitting of the NA Standing Committee on Economic Affairs on November 9.
